Transport for NSW released proposed draft regulation changes including safety standards for taxis, hire cars and rideshare in NSW for public consultation. 

“We’ve cut red tape, removed 50 pieces of unnecessary regulation, delivered more than $30 million a year in savings for taxis and hire cars and are now reaching out to the industry and the community to have their say on the proposed regulation.”
The proposed Point to Point Transport (Taxis and Hire Vehicles) Regulation 2017 will create greater flexibility in a changing transport landscape that is seeing new point to point services entering the market, without compromising the high safety standards set for the industry.
“At the heart of the reform is a focus on safety, fare flexibility and changes to give the industry greater autonomy over their businesses and brands,” A Transport for NSW Spokesperson said. 
“The regulation is about empowering the industry to deliver services to customers how it sees fit, while meeting safety standards set by the proposed regulation.
“To help eligible taxi licence holders and hire car licence holders through the transition, a $250 million industry adjustment assistance package is available, to be funded by a $1 levy per trip placed on all point to point transport providers for up to five years.”
The new regulatory framework creates two types of point to point transport services in NSW: taxi service providers who offer rank and hail services, and booking service providers including hire cars, rideshare and taxi booking services.
Consultation on the proposed new rules follows the recent appointment of the NSW Point to Point Transport Commissioner, Barbara Wise, whose first priority is to work with industry stakeholders to ensure a smooth transition to the new regulatory environment. 
Until the new regulation is finalised and in force, Roads and Maritime Services remains the industry regulator.
The Point To Point Transport (Taxis and Hire Vehicles) Regulation 2017 is open for public consultation for 28 days from 11 April 2017.
